In both countries, storm and flood damage due to the effects of climate change, largely along the borderline, has been the dominant and most intervention-intensive event of the last few years.
In recent years, unlike in previous decades, a significant number of localised disasters have occurred, causing problems only in small but geographically defined areas. An example is the dust storm that occurred earlier this year in the village of Rajka, on the motorway linking Bratislava and Mosonmagyarovar. In these cases (which do not affect the whole border section at once), cross-border cooperation is of particular importance, and this project seeks and provides solutions to this basic problem.
In both Slovakia and Hungary, a large number of civil volunteers are involved in disaster management activities, thanks to the educational activities and public awareness-raising measures that have been carried out so far and whose extension will help to increase safety in the region. Therefore, the main objective of this project, in cooperation with the professional disaster management organisations, is to develop civilian volunteers.
During project development, a number of problems to be solved were identified and the most important ones (bottlenecks) were selected.
Upgrading the equipment of intervention units, including both manual equipment and the vehicle fleet, as well as the related firefighting equipment.
During the project development it became clear that a comprehensive study of the legal, professional, organisational and methodological conditions for effective and rapid bilateral cooperation in disaster preparedness and rescue was needed. A methodological study will be carried out to analyse this and outline possible solutions.
The associations are equipped differently. The most appropriate equipment for a given situation may not always be available locally, so a common inventory of equipment available in the region and usable in disaster situations will be established.
In order to develop cooperation and a formal and informal network of contacts, the project partners will organise various training courses, cross-border joint exercises and competitions. Particular emphasis will be put on deepening the knowledge of local rescue managers and on reaching out to the general public, especially young people, with the primary aim of prevention and recruitment into organisations.
